Information received since the Federal Open Market Committee met in November confirms that the economic recovery is continuing, though at arate that has been insufficient to bring down unemployment. Household spending is increasing at a moderate pace, but remains constrained by high unemployment, modest income growth, lower housing wealth, and tight credit. Business spending on equipment and software is rising, though less rapidly than earlier in the year, while investment in nonresidential structures continues to be weak. Employers remain reluctant to add to payrolls. The housing sector continues to be depressed. Longer-term inflation expectations have remained stable, but measures of underlying inflation have continued to trend downward.

Dec. 15 (Bloomberg) Governments in the euro area should act before 2013 to more than double the size of a bailout fund
for euro-region countries, Belgian Finance Minister Didier Reynders said in an interview with La Libre Belgique.Reynders is urging countries to decide as soon as possible on this increase, and why not before 2013, he said.He is convinced that Germany knows what has to be done in the months to come, he told the newspaper.Governments in May set up a 440 billion-euro ($586 billion)European Financial Stability Facility to rescue euro-area nations at risk of insolvency. Ireland on Nov. 28 borrowed 17.7 billion euros from the facility as part of an 85 billion-euro package to plug the fiscal holes from the bursting of its
property bubble and near-collapse of its banking system.
STRASBOURG, Dec 15 (Reuters) European Commission President Jose Manuel Barroso said on Wednesday EU leaders must focus on finding a quick, decisive consensus on tackling the euro zone crisis when they meet at a summit on Dec. 16-17.Barroso said EU leaders, who will gather in Brussels for the year-end meeting, should create a comprehensive response to the crisis to ensure that nothing like it ever happens again. He said ideas such as euro area bonds were interesting and should be kept as a future possibility, but said the focus should be on improving the existing crisis mechanisms. We are in a crisis situation and we already have financial mechanisms to address that crisis, like the European Financial Stability Facility (EFSF). These are far from exhausted, and can be improved and adapted far more quickly than any alternatives, however interesting they may be, he said in a speech to be delivered to the European Parliament in Strasbourg.
